Yes, it is. I was shocked when I watched it! Still don't really get it- was he arrested for talking too much instead of asking a quick question or was it because of his questions?
In both cases there is no sense in it.

he was arrested for not complying with the campus police .

He seems like a real idiot, in my opinion. I don't agree at all with what he did, but I do sympathize. Must have been a wee bit painful, I imagine. (of course, a lot of people get my sympathy, deserving or not)

I do realize that this was an edited video and I agree that he got out of hand with his long "question", but the campus police took care of the situation and already had him contained and on the ground when they tasered him. There was absolutely no need to taser the guy...he wasn't going anywhere. I don't think using that type of weapon was warranted in this particular situation because taser guns have been known to cause severe injuries and even death.
